ICE facility in Louisiana reports its second detainee death in less than 2 months

A second detainee, 43-year-old Mamuka Artmeladze, was found unresponsive June 4 and died at a hospital — he was held at Winn Correctional Center, which houses 1,500+ men and many without criminal records.
A recent DHS inspector general visit found insanitary conditions, food-safety and medical record problems, and use-of-force violations at Winn (including a banned chokehold); ICE has agreed to recommendations.
The deaths fit a wider pattern — Artmeladze is the 19th person to die in ICE custody this year, and officials say autopsy/investigations are pending.
