Putin orders PM and FSB security service to ensure key services during mobile Internet shutdowns

Putin ordered the government and FSB to keep key medical, information and payment services working when mobile internet is restricted.
Russia has at times shut mobile internet and cracked down on foreign messaging apps this year, pushing millions to use VPNs.
Prime Minister Mishustin and FSB chief Bortnikov must report back by July 1; Kremlin says limits are for security while vital services should remain available.
