A third death has been confirmed from catastrophic Texas floods, governor says

Central Texas floods have killed a third person after a driver was swept away; more than 500 rescues and widespread home/business damage have been reported.
Gov. Greg Abbott flew over Cotulla to assess the devastation, saying some neighborhoods remain inaccessible.
The Nueces River has crested but downstream waters (including Lake Corpus Christi) are expected to rise into August; Abbott has declared disaster for 59 counties and requested federal aid for 33.
