Syria and Russia reach deal on future of Tartous and Hmeimim bases after 18 months of talks
- Syria and Russia signed a memorandum after 18 months of talks to settle the future of Russia’s main Mediterranean footholds at Tartous and Hmeimim, following the change in Syria’s leadership.
- Civilian sites — including Hmeimim airport and Tartous’s commercial berth/Pier No.4 — will be handed to Syrian authorities and gradually integrated into civilian administration.
