India's Modi says punishing student protesters will not resolve situation

Narendra Modi said he wants to forgive students who hurled expletives at him during protests and urged society to accept that stance.
The unrest followed a leaked national exam that forced a retest for about 2 million students and led to clashes, arrests and angry demonstrations.
Protests ended after the education minister resigned and the government accepted demands, even as it proposes tougher penalties for exam paper leaks.
