IFAB said Breel Embolo should not have been sent off after a VAR mix-up in Switzerland’s World Cup loss to Argentina.
The rules panel clarified that the VAR "mistaken identity" review can only identify which player committed a penalized offense — it cannot change or reassess the offense itself.
UEFA welcomed the clarification and urged quicker, less intrusive VAR reviews and stricter enforcement on time-wasting going into the new season.
